MINUTES OF THE MCPHERSON COUNTY BOARD OF COMMISSIONERS FOR MONDAY, FEBRUARY 10, 2020

This is the minutes of the meeting of the McPherson County Board of Commissioners that was held on Monday, February 10 as prepared by Abbey Heidebrecht.

9:00 a.m. – Board Chairman Keith Becker opened the meeting. Two items were added to the agenda.

  • A Veterans Banner Project.
  • Health Department Vehicle.

Commissioner Tom Kueser made a motion to approve the agenda as amended, Commissioner Ron Loomis seconded the motion.

ALL VOTED YES.

9:00 a.m. – PUBLIC INPUT.

  • McPherson County Sheriff Jerry Montagne updated the Commissioners on current jail counts and department activities.

Commissioner Ron Loomis made a motions to approve the minutes for the meeting of February 3, 2020. Commissioner Tom Kueser seconded the motion.

ALL VOTED YES.

9:07 a.m. – McPherson County Counselor Brian Bina joined the meeting and requested a 10-minute executive session that would include Rick Witte, McPherson County Administrator/Financial Manager – regarding attorney/client privilege regarding on-going litigation matters.

Commissioner Kueser made a motion to go into executive session as requested. Commissioner Loomis seconded the motion.

ALL VOTED YES.

No action was taken during the executive session.

9:20 a.m. – John Worden of the McPherson Hospital joined the meeting to present the first quarter update.

  • Worden reported on the Hospital Strategic Plan for Fiscal Years 2020-2022, including target areas and goals in patient care services, facilities improvements, hospital relations, professional staffing and financial strength. Worden also reviewed Medicare Hospital Comparison data from patient surveys.

9:38 a.m. – Peggy Stucky, Infant Development Director joined the meeting to request approval of a bid to finish the playground project. Following a discussion, Commissioner Loomis made a motion to approve the bid from Precision Dirt Work for a total amount not to exceed $4,900.00. Commissioner Kueser seconded the motion.

ALL VOTED YES.

9:42 a.m. – John Verssue, McPherson County Planning/Zoning/Environment Administrator joined the meeting to request approval of Zoning Case ZA 2020-01 on behalf of Evergy, with Jeff Zuercher, serving as Agent.

Chairman Becker opened the public hearing and asked Mr. Verssue to review the background information regarding the case which is seeking a change in zoning district classification from A-1 Agricultural to M-2 Heavy Industrial at 1334 9th Avenue in McPherson County.

Following discussion, Chairman Becker reviewed options for action.

The case was previously approved by the Planning Board at their January 20, 2020 meeting.

Commissioner Kueser made a motion to approve the case and sign Resolution 2020-01.

Commissioner Loomis seconded the motion.

Chairman Becker voted yes. Commissioner Loomis voted yes. Commissioner Kueser voted yes.

Following the Public Hearing, a discussion took place regarding Harper Township Minimum Maintenance Roads. Several Harper Township property owners were present and expressed their concerns to the Commissioners.

It was a consensus among the Commissioners to obtain additional information and re-visit the topic at the March 2, 2020 Commission meeting at 9:30 a.m., with further clarification and discussion regarding the Minimum Maintenance Roads.

11:00 a.m. – Tom Kramer, McPherson County Public Works Director, joined the meeting to request approval to advertise for bids for the 2020 traffic paint and beads.

Commissioner Kueser made a motion to approve the request as presented. Commissioner Loomis seconded the motion.

ALL VOTED YES.

Mr. Witte presented information on the Veteran’s Banner Project by the City of McPherson Park Department.

Following discussion, Commissioner Loomis made a motion for a $3,000.00 appropriation toward the project. Commissioner Kueser seconded the motion.

ALL VOTED YES.

The dollars will come from the County’s Special Parks and Recreation Fund.

Commissioner discussed options for replacement of the Health Department agency vehicle. It was a consensus to obtain additional information from the Health Department Director regarding the vehicle usage and revisit the subject at a later date.

Commissioner Kueser made a motion to approve checks and claims and witness checks for February 10, 2020.

Commissioner Loomis seconded the motion.

ALL VOTED YES.

Commissioner Loomis made a motion to approve adds and abates for February 7, 2020.

Commissioner Kueser seconded the motion.

ALL VOTED YES.

11:40 a.m. – Commissioner Loomis made a motion to recess and reconvene at 8:30 a.m. on February 21, 2020 to attend the Annual McPherson County Township Board Meeting.

1:30 p.m. – Chairman Becker adjourned the meeting.
