MINUTES OF BOARD OF COUNTY COMMISSIONERS MEETING – MARCH 6, 2023

- Chairman Becker opened the meeting at 9:00 am. Commissioner O’Dell made a motion to approve the agenda for March 6, 2023 as presented. Commissioner Kueser seconded (ALL VOTED YES).
- During Public Input:
- > > Sheriff Jerry Montagne joined the meeting and shared current arrests, jail counts, civil process information, and recent department activities. Sheriff Montagne also introduced a new Correctional Officer and read a letter of appreciation from a citizen who was aided by a McPherson County Sheriff’s Deputy when she experienced issues with her vehicle while traveling through McPherson County.
- Commissioner O’Dell made a motion to approve the minutes for February 27, 2023 as presented. Commissioner Kueser seconded (ALL VOTED YES).
- Rick Witte, County Administrator/Financial manager presented a proposed resolution and legal description for a Road Vacation in the Conway area of Jackson Township. Following discussion, Commissioner O’Dell made a motion to approve and sign Resolution 2023-05 as presented. Commissioner Kueser seconded. (CHAIRMAN BECKER VOTED YES, COMMISSIONER KUESER VOTED YES, COMMISSIONER O’DELL VOTED YES).
- Joseph Pennycuff, County Appraiser, joined the meeting to request approval of a Personnel Change Notice (PCN), to end the introductory period for Shayla Melroy, Field Appraiser I effective March 19, 2023. Commissioner Kueser made a motion for the Chairman to sign the PCN as requested. Commissioner O’Dell seconded (ALL VOTED YES).
- Commissioner O’Dell made a motion to approve checks and claims, witness checks, and encumbrances for March, 2023, plus the payroll for pay period ending March 4, 2023 as presented. Commissioner Kueser seconded (ALL VOTED YES).
- Commissioner O’Dell made a motion to approve an abatement for March 3, 2023 as presented. Commissioner Kueser seconded (ALL VOTED YES).
- Mr. Rick Witte requested on behalf of the McPherson County Health Department, approval of grant applications to the KDHE for the following SFY 2024 Grants > Family Planning, Immunization Action Program, Public Health Emergency Preparedness, and State Formula. The total of the combined applications amounts to $119,249.00. Commissioner Kueser made a motion for the Chairman to sign the document as presented. Commissioner O’Dell seconded (ALL VOTED YES).
- Jeff Butler, County IT Coordinator – requested approval of a quote from MTC for the purchase of four (4) gig/gig internet circuits and four (4) private point-to-point gig WAN connections. Commissioner Kueser made a motion to approve the purchase as presented in an amount not to exceed $2,534.80 per month, with a 5-year contract. Commissioner O’Dell seconded (ALL VOTED YES).
- Jennifer Wyatt, County Attorney – joined the meeting and reported on the 2022 case filings in the areas of adult criminal cases, criminal juvenile, appeals, diversions, child in need of care, and care and treatment.
- Tom Kramer, Public Works Director – joined the meeting with three (3) items: 1. A request to purchase replacement cutting edges and bits for motor graders, loaders, and dozer. Following discussion, Commissioner Kueser made a motion to approve the purchase from Equipment Blades in the amount not to exceed $4,298.38 as presented. Commissioner O’Dell seconded (ALL VOTED YES). 2. A request to approve repairs to the Cat dozer. Following discussion, Commissioner Kueser made a motion to approve the repairs by Foley Equipment in a total amount not to exceed $13,542.80 as presented. Commissioner O’Dell seconded (ALL VOTED YES). 3. A request to approve the bid for a new replacement dump truck. Following discussion, Commissioner Kueser made a motion to purchase the truck from Bruckners Truck in an amount not to exceed $309,043.22 as presented. Commissioner O’Dell seconded (ALL VOTED YES).
- Chuck Laughlin, McPherson County Family and Community Wellness Agent, with the Extension Office – joined the meeting to report on the 2023 monthly programs which have taken place in various cities and entities within McPherson County. He also shared information regarding programming development topics, community vitality, and a “Pathways to Vitality” plan to assist the City of Canton.
- Joshua Pimentel, Maintenance Supervisor – joined the meeting to request approval of a proposal to replace two (2) non-working HVAC rooftop units at the County Building. Following discussion, Commissioner Kueser made a motion to approve the purchases from Jim’s Plumbing in a total amount not to exceed $16,982.20. Commissioner O’Dell seconded (ALL VOTED YES).
- Commissioner O’Dell made a motion to recess directly to Public Works for a work session. Commissioner Kueser seconded (ALL VOTED YES).
- At 2:30 pm – Commissioner Kueser made a motion to adjourn the meeting. Commissioner O’Dell seconded (ALL VOTED YES).
